Commissioner Adamu's Contact Protocol is 340 pages of instructions for knocking on a door that hasn't been opened in thirty-seven years, written by a man who opened one without instructions and watched three people die.
The Protocol governs all authorized bunker openings in the post-Cascade world. Four phases — Remote Assessment (14 days minimum), Acoustic Contact (7 days minimum), Environmental Equalization (3 days minimum), Physical Opening — designed to transform what was previously a 12% casualty event into a 0.4% casualty event.
