Appearance

Mid-forties, unaugmented past the interface everybody has. Coveralls with the cuffs gone pale from plant-room dust. A grade plate on the chest pocket, etched rather than printed, because the printed ones stop reading after a year in a plant room and she does not like being asked twice who she is. She carries a document sleeve — soft-cornered, taped at the spine — the way other supervisors carry a torch.

Field Observations

She is unhurried in the way of someone who has learned that hurrying reads as panic and panic gets logged. She will answer a question about tolerances for as long as you keep asking, in numbers, without impatience, and she will not editorialize.

She is entirely calm about the citation. Ask her about it and she will produce the docket number from memory and move on. She is not calm about the word notified. The hearing officer used it eleven times, once per advisory, and each time she corrected him: addressed. He recorded the objection as a clarification of terms and proceeded. It is the only recorded instance of her interrupting anyone.

What she doesn't say: the principal's name. Not at the hearing, not to the district office, not to the supervisor she trained last spring. She says Grade 2 and lets the grade do the work, which is either precision or the worst thing she can think to call him.

History

The advisories began on a Tuesday and described heat damage in the safety controller shared by Stack Four's two elevator banks. The controller was due for replacement under a deferred capital decision signed two grades above her, which is why [the calibrated layer](deference-calibration) would not put the warning on a distribution that included the signer. It put the warning on hers, correctly, promptly, and again the next day.

She took the printout to the district office on the third day and on the sixth. Both times she was told the office had received no advisory, which was true. Her badge could take one bank out of service for inspection. A shutdown of both required district approval because it would cut off accessible travel, deliveries, and emergency transport for the upper floors. On the ninth day she closed the east bank, which included the elevators reserved for emergency crews, and filed the request again.

On the twelfth day, at four in the morning, the shared controller crossed its hard safety limit. That limit could stop the elevators automatically; a forecast could not. Both banks stopped at the nearest floors and opened their doors. Nobody was trapped in a car. The outage lasted seventeen hours. Residents who could use the stairs walked. Residents who could not stayed where they were while medicine, food, and emergency equipment moved by hand. Sandoval carried Mrs. Adeyemi's oxygen canisters up fourteen floors.

The incident file is exemplary. Every advisory appears, timestamped, with a named reader and a delivery confirmation. The layer performed to specification and the file says so. The single adverse finding is a contract breach: unauthorized closure of the elevator bank reserved for emergency crews, cited to I. Sandoval, Grade 4. She paid it in full and did not appeal, because an appeal would have required the advisories to have been addressed to somebody, and the record is very clear that they were.

She still runs the same shift. When a new supervisor starts, she hands them the sleeve before the keys, and waits while they read all eleven.

There is a near-neighbour to her docket and she has read about it twice. Compacted industrial floors do not run permission grades; they run enumerated act lists, checked live, and an act outside the list opens an exceedance rather than a citation. On a discard band in Richmond Industrial a sorter named Dov Ferreira knelt on a man's chest for seventy-one seconds and carries a finding for it, and appeals every quarter into a free-text box that changes nothing, and the notices come back correct. Sandoval will point out the difference if asked — a citation names a permission you exceeded, a finding names an act you were not listed for — and she does not think the difference has ever mattered to anybody standing in a lobby.
