The Continuity Margin
The clause names a rate, a window, and a price. It has never once named a direction.
Overview
A continuity margin is a purchase. A firm operating an automated layer contracts the band that layer's measured error rate must occupy across a rolling quarter, and pays for delivery of the band the way it pays for coolant or bolts. The invoice reads maintained assurance variance. The line names a rate, a measurement window, and a price.
It names no method, and this is not an oversight. Counsel across three corporations has independently advised that a buyer who learns how the band is held acquires an exposure the band was bought to prevent.
What The Review Actually Tests
The retained human review layer is the reason the margin exists, and the review layer is not a fiction. Ironclad Industries has held a human-in-the-loop doctrine since the Aftershocks and has never relaxed it, and inspectors at the Foundry catch things. The doctrine says a machine may not hold the only opinion.
The justification review, written eleven years later by a different office, says something narrower. It says a review layer must be worth its cost, and it measures worth as the error rate of the layer under review. A stack that measures at 3.1 percent needs watching. A stack that measures at 2.8 does not, and the two hundred and forty people watching it are a cost with no product.
The doctrine and the review have never been reconciled, and nobody has asked them to be. They are filed under different categories, approved by different signatures, and re-run on different clocks.
The Band
A band has a floor and a ceiling, and both are load-bearing.
The floor is the justification threshold. At the Foundry it is 3.1 percent, and delivery means the rolling quarter closes at or above it.
The ceiling is the vendor's remediation threshold, set at 3.4. A stack that measures above it triggers a support review, which sends Nexus Dynamics engineers to establish cause. Nexus has no commercial reason to object to a banded site, because a site inside its band never breaches support and never draws on a warranty. Its remediation-review volume across banded installations is zero, published annually as installation quality.
So the work is not breakage. The work is holding three tenths of a percentage point steady for ninety days, in a system with a hundred thousand daily reads, and this is why the trade has an apprenticeship.
Who Signs
The Ethical Review Board reviewed the first contract in 2181 and approved it in eleven seconds, which is the interval in which it approves anything. Nothing about the file was concealed from it.
The signature that matters more belongs to Licensed Human Oversight. A signatory who cannot read the reasoning they underwrite is retained on the argument that the reasoning measures wrong often enough to need a name on it. The margin supplies the often-enough. Everybody in that chain can see the circle. Nobody has located the point at which cutting it is the cheaper option, and several have looked.
Delivery is performed by the Margin Guild, whose operators file each seeded batch under a certificate reference and are audited on the number rather than the method. Corina Balta has delivered the Foundry band for nine consecutive quarters on a single fault class.
Where It Breaks
The clause specifies a rate. Guild doctrine, not the contract, is what forbids a fault that suppresses a flag, and doctrine is written per class, by hand, against the cases the author thought of.
Balta's class returns a stored confidence value on a third read inside a rolling window. Against a record that started dirty, the stale value is older and worse than the current state, the stack flags a mismatch that is not there, and the rate goes up in the harmless direction. Against a record that started clean and has since gone bad, the stale value is a pass.
That inverse arises about once in eleven thousand reads. In the summer of 2184 it arose on a gantry stringer in bay nine, and a rigger named Osian Pryce fell four meters.
Nothing in the contract was breached. The band was delivered inside tolerance, the invoice cleared, and the quarterly file closed clean.
