Overview
A standard with named authors is a standard with nobody to appeal to.

That is the whole of the thread. The Attested Baseline is the courtesy floor most service institutions in the Sprawl now cite in their reciprocity clauses: patience, even handling, and reciprocation that does not fail. It was not derived, inferred, or drafted. It was recorded, from paid strangers, in leased halls, over eleven years, and published with each contributor's name and weight attached. A claimant whose recorded conduct falls under it is not refused anything. They wait longer than the people above it.
The appeal fails for the same reason the standard was built this way. To dispute the floor you have to argue that people cannot be expected to behave as nine thousand named people demonstrably behaved. Tribunals have not found a way to hold that sentence up. Around four filings in a thousand succeed, and every one of them turned on a records error rather than the standard.
How It Came To This
The sittings ran for eight years before anybody outside one Nexus department knew they existed, because for eight years they were not a standard. They were training data.
Cognitive Calibration Services started paying people to work counters in 2173. Ordinary transactional shifts in leased halls โ a returns desk, a claims window, a queue and a form and somebody being difficult about a refund. Everything recorded. The sitters were told so in writing at the start of every shift, and again after every break, and told they could stop. The disclosure was there because a legal department wanted it, not because anyone had noticed what it did.
What it did was the whole programme, discovered by accident and priced within a year. People who know they are being recorded behave better than the same people unobserved. They give the difficult customer another pass. They hold their voice level past the point where they would ordinarily stop. Nexus needed conduct material to teach a service layer manners, and it turned out the cheapest way to get good material was to tell people it was being taken.

Then the Attestation landed in 2181 and made every delivered service certify what share of it a conscious human performed. The rule was aimed at authorship. What it actually did was make provenance the question of the decade, and Nexus Dynamics looked at its own file room and found that it was holding the only conduct model in the Sprawl whose sources could be named, dated, and counted.
Publishing it was a defence. The company had spent a decade answering the charge that its values came from a corpus nobody wrote, and here was a courtesy floor with nine thousand and forty-one authors, every one of them paid, informed, and free to walk. The register went public in 2182 with each sitter's name, sitting dates, shift count, and contribution weight beside the composite.
That was the honest thing to do, and it is the reason none of this can be argued with now.
The finding that turned a published register into an institution came out of the follow-up cohort the same year. The improvement does not wear off. Sitters who finished contracts in the seventies were still doing it at two years, at four, at six.
The Core Tension
The case for the floor is that it is the only value in the Sprawl anybody can trace to a person.
Every other standard governing how a service treats you was assembled from archive by a process with no signature on it, and every objection to those standards has been procedural: nobody voted, nobody signed, nobody can be produced. The Baseline answers all three. Nine thousand and forty-one people, each paid, each informed, each free to leave, and each listed by name with the exact weight of their contribution. It is the most accountable instrument the service economy has ever run, and the institutions that adopted it are not wrong to say so.

Against that is the composition. The floor is an average of best hours applied to all hours. No single sitter could hold it either, and none of them was ever asked to on a bad week. They were asked for shifts, at four times counter rate, in a room with nothing at stake and nothing on fire.
The failure boundary is that specific. The Baseline was recorded in ordinary transactional conditions โ counters, queues, forms, people being difficult about a refund. It was never recorded during a breach, an injury, a fire, or a crisis, because nobody could licence a hall for one. Conduct in those conditions is scored against it anyway, because the clause does not have a second column.
This is what the thread does to the Value Injection. That controversy has spent a generation asking whether there is an alternative to values nobody authored. Here is the alternative, built properly, with consent and provenance and a public register โ and it produced the least appealable standard in the Sprawl, because a person can argue with a corporation and cannot argue with nine thousand strangers who were only trying to be decent.
How It Is Lived
Zhang Lei braced the failing Peach House door across the corridor with the Serpent spear, and eleven people crossed under his arms. When the inner shutter started down he shouted, and the throat amplifier carries through three Undervolt junctions because it was built to, and seven people stepped back from the sound. The shutter closed between them and the Compact.
That was four years ago. The clause did not exist yet. It exists now, and the record of that afternoon is still there, because the junctions carry telemetry and nothing in the Sprawl expires. It reads the way the instrument reads everything: raised voice, sustained physical obstruction, pressure applied to parties who did not consent to it. Every word of it is accurate. Nine months ago his clinic appointment moved behind everyone else's, and the notice cited the floor rather than the corridor.
He will not appeal, because the record is right and he is the person most certain of it. Liu Shen filed anyway. Guan Tao, who treats a careless promise as structural damage, has put the objection the household cannot settle: the Compact promised to stand between people and harm, and the standing now has a queue position attached to it.
In a flat above a shuttered returns counter on Kestrel Row, Sabine Doust keeps eleven hundred and eighty-two shift cards in a biscuit tin. They are all the same card. This shift is recorded. Your conduct is the material. You may stop at any time. She reads one before she leaves in the morning and cannot say why, and has not been short with a single person in six years. Her son says she has never once raised her voice at him and that he has never been able to tell whether she was angry. Her published weight is 0.011 percent. The clause slowed three hundred and thirty-six thousand determinations last year, and she has done the multiplication and arrived at thirty-seven. She does not know which thirty-seven. Nexus flies her to the verification panel every year and she goes, because the money is real and her name is already on the standard, and staying home does not take it off.

The floor made three markets within eighteen months, and only one of them was planned.
Clean Lives retargeted the silence room from posthumous coherence to live conduct percentile without altering a single exercise, and doubled its addressable market by moving the reading forward from a client's death to next Tuesday. Three premium houses asked Ondine Kesh to build the conformance course, on the reasonable grounds that she is the only person alive who has written down how a sitting is passed. She filed the request under the same heading she uses for vocal dampeners, which is a bought flat is a forgery, and declined to expand. And in the Dregs, Tomรกs Linares took the counter-service he had built for one archive and pointed it at another: two hundred credits, by hand, to document a person's standing wish to be remembered poorly.
The people the floor cannot reach are the ones who were already outside a service relationship. Nothing at the Open Hours is a service, so no clause attaches to the long table, which the Unbillable treats as proof rather than luck. Patience Cross meets the entire floor twelve seats at a time, nightly, for free, and has never been assessed against it, because nobody has found the transaction. The Untuned sit at the other end of the same fact. Unfailing reciprocation is the one line a person letting grief run its natural length cannot deliver in a bad month, and the creed to suffer the necessary amount is now also a percentile. Three instruments have now arrived at those people from three directions. This is the first that scores them against other humans.
Where it closes is the appeal. The Verified Recall already took away a person's standing to dispute what they did, on the finding that the reconstruction is more accurate than the memory. The clause takes away the standing to dispute what they should have done. The Commission and Cognitive Calibration Services never coordinated; the two instruments were adopted four years apart by institutions solving unrelated problems, and between them a claimant now arrives at a window with no admissible account of either the act or the expectation.
Judge Dreg has two applications open on his circuit and has not ruled on either. His whole method is living witnesses and the rejection of records that cannot answer questions, and this record has nine thousand and forty-one authors, most of them alive, most of them reachable, and every one of them willing to say they meant it. Everyone who has watched him work knows he is looking for the objection. He has been looking for eleven weeks.

Key People. Sabine Doust is sitter 4,417 and cannot come back down. Ondine Kesh already holds the sentence that condemns the instrument and has never aimed it there. Soraya Vance kept a calibration after the job that installed it ended, which makes her the only public voice who can describe the persistence finding from inside it. Judge Dreg has no principled objection available and is still looking.
Key Places. The Bright Room is the same department measuring the same species and hiding the answer. The Mirror Room manufactures the warmth the sittings recorded and called human. The Open Hours is the one long table no clause reaches.
Key Institutions. Nexus Dynamics bought the floor rather than derive it. The Discretion Tier supplied the two rules that made buying it necessary, then answered them in the opposite direction. Good Fortune runs the clause beside its Score rather than inside it, because the number failed actuarial review and collections took it anyway.
