Overview

He can hear the lift cable now. He mentions this when people ask, along with the fact that he can hear his mother come out onto the landing before she reaches the door, and that the stairwell at the second stack has a hum in it he had not known about. He supplies these readily. He has never once said the word better, and the people who talk to him regularly have started to notice the gap where it should go.

Emrys Dolan was sixteen in the spring of 2183 when he wrote out, by hand, that he did not want the reconstruction. The clinic filed it. Filing it is the correct procedure and there is no suggestion anywhere in the record that anyone failed to follow it. The refusal went into the case as , the case generated , and the forecast came back at eleven months โ€” the median interval, for a subject with his history, between a refusal of this class and its withdrawal. The theatre slot had been booked for the following week. Nothing in the forecast required the slot to move, and nobody moved it.

The procedure was performed eleven days after he refused it, on his mother's authorization, which was sufficient and lawful and remains both.

The Card

The mails him a card once a quarter. It is a single stiff sheet with his name and case number already printed, one line of text โ€” I endorse the intervention recorded above โ€” a block for a thumb, and return postage paid in advance.

The postage is the part he cannot let go of. He has said so twice, both times to his date advocate, both times without being able to explain why it lands the way it does. The clinic's bill went to his mother's cover and was itemized to the credit. The card costs the four-tenths of a credit to send and it does not itemize anything, because the return is not a service he is purchasing. It is a form they have already paid for him to complete.

He has five of them. They live in the sleeve of a school folder that has outlasted the school, and he has not thrown one away, and he has not signed one.

What He Is Actually Refusing

He is not arguing that the operation was wrong. This is the first thing everyone gets wrong about him and he has stopped correcting it.

Under the 's disposition codes a case closes three ways. It closes consented, on the subject's endorsement. It closes withdrawn by subject, which is unavailable once the intervention has been performed, because there is nothing left to withdraw from. Or it closes lapsed, automatically, at thirty-six months. In the published quarterly, lapsed and consented are reported in the same column. The has never hidden this. It appears in the schema notes, in plain type, on the second page.

So the arithmetic in front of him is that his refusal expires in 2186 and is then counted as agreement, and the only thing his signature would change is the date on which that happens and the word printed beside it. He has worked this out. His advocate has confirmed it. He is holding anyway, and when pressed on what holding buys him he has given the same answer more than once: that in twenty years the only part of this anybody will read is the column, and he would rather the column had to wait for it.

Field Observations

He talks less than he did, which his mother attributes to being seventeen and the clinic file attributes to nothing, because the clinic file closed on the surgical outcome and the surgical outcome was excellent.

He works the stair relay โ€” carrying messages by hand between the floors of where nothing transmits, four flights at a time, paid in coins and food and favours. He took the work at fourteen for the money. He has kept it for a reason he named once, to nobody in particular, on a landing: that it is the only thing he does all day that does not end up in a file.

He is polite to the advocate. He is polite to the clerks. He does not raise his voice at the hearings and has never missed one, which the records as cooperation and enters accordingly.

The thing he does not say is whether he is glad. Not to the , where it would end the case. Not to his mother. Ceri Dolan signed the authorization and has never been asked by anyone, the clinic or the or her son, whether she would sign it again. She brings it up about twice a year, sideways, and he answers about the lift cable.

"They didn't say no to me. That's the part people can't hold on to. Nobody said no. They said not yet, and then they went and did it, and the not-yet was about me."

The Other Column

The hearings read him. Everything in the licensed districts does now โ€” pupil, latency, breath, skin, taken from the moment he sits down and entered as . What he says goes in , which is transcribed, carries no weight, and is destroyed when the sitting closes.

He has never missed a hearing. He is polite to the clerks, he does not raise his voice, and the channel agrees: steady baseline, short latency, nothing that reads as distress. The enters that as cooperation, which it is. It is also, quarter by quarter, an affective record of a young man entirely at ease with the intervention he refuses to endorse โ€” assembled without his participation, out of the one part of him he cannot instruct.

His hand has not signed a card in fourteen months. His body has been signing something every ninety days since 2183.

A clerk noticed the shape of it before he did. She offered, meaning it kindly, to note the refusal in the wide column as agitation โ€” a single entry, defensible, and the only route by which anything he wanted said could acquire weight. He declined. He is not agitated. He said that if the one legible version of him was going to be a reading, it was not going to be a wrong one.

So he writes his statements out afterward on the landing, in the folder with the five unsigned cards, in a hand that gets smaller each quarter. His advocate has told him plainly that this has no standing anywhere. He knows. It is the only copy there will be.
