The Wording

The notice opens In recognition of. It is printed on heavy stock, signed by the district's civic-stability officer, and read aloud at the annual ceremony with the recipient standing. People bring their families.

The operative paragraph is the fourth. It records that while the finding stands, the recipient may not resign, transfer between districts, or retire, and that the finding is reviewed annually against a single criterion: whether a successor has been trained to the district's assessment.

Nobody has argued that the fourth paragraph should be delivered separately, and the districts have never proposed it. The recognition and the bar describe the same fact about a person, and separating them would require the district to claim that one of the two is the real content.

The Empty Column

The physical roll is ruled in two columns. The left carries the name. The right is headed for a successor.

In most districts it is empty for the full length of the page, and the reason is arithmetical rather than sinister. Training the second person is slow, unbillable, and competes directly with the caseload that produced the finding in the first place. A held mediator with eight to twelve active disputes does not have a spare decade. Competence atrophy hollowed the training pipelines a generation before the Register existed; the roll simply lists the result and files it under recognition.

Nine hundred names are held across the licensed districts. Four people have left voluntarily since 2158. No application for removal on the applicant's own request has ever succeeded, which the districts report without comment, because the criterion is not the applicant's preference and never was.

Who It Holds

Maren Cott is the only licensed developmental mediator in Sector 12. She applied to transfer in 2184. The refusal arrived with its full reasoning attached, as the code requires: there is no second mediator, the caseload does not pause, and the families in front of her would wait. Every clause of it is true. She has called it the most honest document the court has ever sent her, and she has not appealed it, and she has stopped looking for the door.

The Lamplighters are the shape the exemption was drawn around and the guild it cannot do anything for. Their apprenticeship runs ten years, they lose members to age and injury faster than they can replace them, and their indispensability trapped them decades before any register existed. The finding did not create their condition. It wrote it down, and gave it a ceremony.

At the yellow stripes on Highport the question was raised and voted down. A Line-Walker moved to commission a reading on Ifechi Adeyemi — three legal systems and a hundred and forty informal precedents held in one head with no documented backup — hoping a finding would force the succession question the union has asked her six times. The motion failed. A reading is a document and a document is a thing a jurisdiction can act on, and the whole trade rests on the stripe belonging to nobody. They kept the undocumented single point of failure over the documented one, deliberately, with the risk fully understood.

What It Resembles

The Dependency Spiral catches people who plugged something into themselves and cannot safely remove it. The Register catches people other people plugged themselves into. The mechanism is the same in both directions: the exit is more dangerous than the continuation, so there is no exit, so the arrangement is permanent, and nobody in it consented to permanence at the moment they consented to the first step.

The difference is that the Spiral is sold and the Register is awarded. One arrives with an invoice. The other arrives on heavy stock, in front of your family, and you are expected to be pleased, and most people are.

The shortfall register reaches the same end without the fourth paragraph, and the comparison is the least flattering document in the licensed districts. A commission holder is entered against a deliberately absent component on an air plant or a water stack, and the certificate prints the way out directly above the line she signs: ask, and a second name goes in. Nobody is barred from anything. Nine hundred people are held here and four have gone in twenty-six years. One thousand nine hundred hold commissions and forty-one have asked in twenty-three. Five times the rate, and the same conclusion — because entering the second name retires the certificate and deletes the post, so the door opens onto the loss of the room. The districts have never compared the two figures in print. Nobody who has read both wants to be the one who does.
