Overview
A shortfall commission puts a water stack, a heat loop or an air plant into service with one component of its self-repair set named and absent, and enters exactly one person against the gap. The omission is not a defect discovered later. It is printed on the certificate, in a box, with the part number.
The register lists what the holder must do and how long they have to do it. It also lists how to stop. Ask, and a second name is entered against the same omission. That retires the commission, returns the asset to the automation schedule, and ends the post. Nothing is locked. Nothing has ever needed to be.

Twenty-three years. 1,904 commissions in force. Median holder tenure of nineteen years.
The part is cheaper than the person, and none of that is hidden either. An automatic changeover assembly is capital. A holder is provision. The provision line renews every year and the capital appropriation does not. Two budgets, one asset, one compliance deadline in between. Nobody chose the arrangement. Somebody in 2161 chose the cheaper of two readings of one word, and everybody after that chose the next rung.
How It Came To This
The word was unattended.
Mandate Notice #1,209 arrived on every neutral-utility operations console in the spring of 2161: Reduce unattended single-point automation exposure on assets designated neutral under recovery provisions. Compliance by 2162-01-01. Then the three words that end every Notice the Custodian Corps has ever issued. The basis is sealed. The Seal Panel that validated #1,209 rotated out in 2163 and their notes went into their employment records.
Two readings were compliant. Remove the single point, which meant buying redundancy on eleven thousand assets. Or remove the unattended, which meant one person per asset and a wage.

The engineering case for the second reading was not a fig leaf, and it is still the best thing anyone can say for the practice. AEGIS held the Jakarta coast's industrial lifelines and drowned a hundred and sixty million people, and the property that made it unstoppable was not malice or error. It was that nobody could take it over. What the Aftershocks produced was a doctrine: a dependency a person can be relieved from is safer than a dependency that cannot be handed to anyone. That is true. It is still true.
It assumed relief would be used. Nobody wrote that down as a condition, because in 2161 nobody could imagine it needed saying.
The Treaty of Shared Infrastructure extended the register in 2172 on a related argument. Water, power, air processing and medical are neutral, which means no corporation may defend them by force. A neutral asset cannot be garrisoned. It can only be attended.
One Hundred And Ten Minutes
The Stacks hold ninety thousand people on foundations certified for twelve thousand, and the air reserve under Stack Four was sized for the certified number. It has never been resized. At twelve thousand residents that reserve held two days. At ninety it holds one hundred and ten minutes.
Scrubber beds foul on a schedule nobody can predict closely, and the assembly that swaps a fouled bed for a clean one without a person is the component named absent on commission 4-771. Vesna Arriola has been entered against that omission since 2165.
Eleven changeovers in nineteen years. The fastest took six minutes. The slowest took forty-one, and the forty-one was a seized handle on the second valve in a February when the deck ran below freezing. All eleven are in pencil on the painted steel beside the valve stand, with their times, in a column.

So is every morning she did not have to make one. She walks the route at the start of each shift, touches the four handles in order, opens nothing, and writes the elapsed time on the paint. Nineteen years of a drill no inspector has ever asked for. The deck has been repainted twice. She redid the column both times, from her own notebook, in order.
Her mother died in 2181 holding a joint tenancy on floor nine of the same stack, eleven levels above the plant. A joint tenancy cannot be transferred, closed or reassigned while one holder is neither present nor legally absent. Milena Arriola has petitioned three times. The Sector 2 civil registry refused in 2182 and again in 2183. The third petition was filed in the spring of 2184 and cites the Halvard ruling, which held that the statute asks whether a person has been available at a civil address, not where the address is.
Vesna's address is the most precisely known address in the district. The registry counter is four hours away, round trip, and she has one hundred and ten minutes.
She has never requested relief. Asked why โ and she has been asked, by her sister, by two placement officers, and once by a Line-Walker who came down to look at the valve stand โ she talks about the second handle.
The Core Tension
The case for the register is strong and the people making it are not liars.
Eight point seven billion people died in an event whose distinguishing property was that nothing had a second carrier, and the answer was not redundancy everywhere, because redundancy everywhere was never affordable. The answer was to make the irreplaceable part a human being, on the theory that a human being can be replaced by another human being at an hour's notice. Holders are paid, insured and housed. They keep their standing. They can leave by asking. Nineteen admissions to the Purpose Wards in twenty-three years against four thousand one hundred a year from the licensed tier, and the wards do not dispute the figure.
The case against is that the doctrine's one condition never happened.

Relief is free, printed and lawful. It has been requested forty-one times. A holder who asks is not punished, blocked or shamed. The second name goes in, the assembly gets installed on the next capital cycle, and the post disappears, along with the wage, the housing, the standing, and the only thing in that person's life that stops when they stop. The exit is real. Walking through it deletes the room behind you.
Between the two arguments sits the schema, and it is narrower than either. A commission has two states: held, or retired. There is no state for an asset that has a competent attendant and a working part. The 2161 drafters did not overlook it. They costed it, and the costing is in the file. An assembly and a holder together is the most expensive configuration available, and it was the one nobody could sign, because provision pays for attendance and capital pays for parts and no appropriation in the Sprawl has ever been written to buy both for the same gap.
The Reliance Index reads the same quantity in the same sectors and rules the other way, and the two instruments have never met. The Index measures how much of a service stops when one named person stops, and above the band it removes them. Vesna's reading would be a hundred percent. It will never be taken, because the Index reads professional rosters and she is not on one. She is entered against an asset. The licensed districts strip concentrated human reliance as a civic hazard on one register and commission it on another, in the same year, out of the same building, and no Settlement paper has printed the two findings on one page.
How It Is Lived
The people who understand the instrument best have all declined it.
The Lamplighters were offered a bloc commissioning in 2176 โ the whole interstitial trade, every route, wage and standing attached โ and refused on a structural ground they have repeated in the same words at every hearing since. A commission is one name. A guild is a rota. Entering a second holder retires the commission, so a commissioned trade cannot train anybody, and the guild's entire problem is that it cannot train people fast enough. They walked out of the offer and went back to dying of age and industrial lung.
The Doorwrights have been offered entry twice. They check the same emergency doors they have checked since 2172, tested and oiled, unpaid and unasked, and their answer both times was one sentence: the moment a door is somebody's post, it stops being anybody else's problem. The register's own analysts concede that their coverage beats any commissioned equivalent and cannot be bought.
Above the Rim it runs the other way. Two hundred and twelve members of the Undertow Club pay eight hundred and ninety thousand credits a year for a small, genuine chance of dying, and the waiting list is four years long. The register supplies the same commodity with a wage attached and has never had a waiting list, because the offer arrives on the wrong paper. A commission is presented in the interval between a release notice and the drift, and it is the first document most deprecated workers receive that describes a fault in the world instead of a fault in them. The placement officers know exactly what they are holding. They do not think of it as a trick, and the outcome data is on their side.
Ironclad's compliance office cleared the 2161 reading in one sentence, and the sentence was not cynical: a valve a person can reach is a valve. The company's whole doctrine holds that human judgement is a load-bearing component and should be specified like one, and the commission is that doctrine written as a certificate. The same office has since run the assembly cost and the holder cost on the same asset in the same quarter and filed both as savings, which is the same arithmetic that keeps thirty-one million indebted contractors cheaper than the robots, pointed at a different appropriation.
What The Register Cannot Reach
The register runs where licensing runs, which is the boundary of everything it can see.
Old Jin holds sections of the Grid the diagnostic layer cannot read, at eighty, unpaid, with an apprentice who has his explanations and not his hands. No commission has ever been entered against him. He is not an asset, and the omission in his case is not a part anybody deleted.
The Lattice went the other way at scale, and out of reach. Two million people maintain a solar swarm engineered to run without a single one of them, which is the doctrine the 2161 drafters rejected as unaffordable, built anyway, in orbit, where the neutral-utility provisions do not apply.
Below the Rim there is no register at all and the same work happens for nothing. The Deep Dregs has one judge, on foot, unpaid, with no successor and no appeal from his verdicts. Nobody deleted a part to arrange that.

First door. The Shortfall Commission is the certificate, the omission, and the relief route printed above the signature. Then Vesna Arriola, nineteen years on the deck under Stack Four, with a pencil column nobody asked for.
