Overview

Every licensed district computes a reading for every licensed professional inside it, quarterly, and has done so since 2158. The reading is a percentage. It counts named requests โ€” the share of a service's work booked for one particular person rather than for the service โ€” against unrouted decisions and the hours a queue holds when that person is away.

Nothing in the calculation is about competence, and the districts correct this misunderstanding whenever it is put to them. A brilliant clinician with a deep rota reads low. A mediocre one who is the only person on the schedule reads high. The instrument is indifferent to which you are, because the hazard it was built to find is indifferent too.

Above forty percent, a continuity stand-down issues under 11.4(f): four years away from the work, pay continuing at grade, standing retained, the record expressly not adverse. The notice says the last part twice.

What The Methodology Admits

The published methodology is four sections long and the admission is in the first one.

The Index cannot distinguish a service that has no depth on its rota from a service people attend because of one particular person. Both produce the same number. The document says so plainly, offers no correction for it, and moves on, because the drafters could not think of a measurement that would separate the two and declined to pretend otherwise.

Only one of those conditions is fixed by removing the person. The other is caused by it.

Why Nobody Appeals

Force is not what makes the determination stick. is.

Under 11.4(a) an adverse determination in the licensed districts must arrive with its complete operative reasoning, in plain language, addressed to the person it is against. A stand-down notice runs four pages. It shows the reading, the band, the inputs, the comparison cohort, and the date. People read it and find it correct, because it usually is, and a person who agrees with a determination does not appeal it.

Override has never exceeded three percent. The Index's annual report offers this as evidence of accuracy. It is evidence of accuracy. It is also the reason no stand-down determination has ever been examined by anyone who was not persuaded before they started, and the two facts appear in the same paragraph of the report without either one being connected to the other.

What It Reaches

The map of the Index is the map of professional licensing, which is why the reading is a district instrument and not a Sprawl-wide one. produce no reading. Neither do the , the Free Quarter, or the yellow stripes on , where three jurisdictions overlap and the ground between them belongs to nobody.

This is not an oversight and the districts do not present it as one. It does mean that every person in the Sprawl who is genuinely irreplaceable, and who works somewhere a licence is not required, is invisible to the only instrument built to find them. worked this out immediately and were unimpressed, having spent a generation flattening their signal against a forecast that at least had the decency to be secret.

The gap that nobody at the will discuss is closer than the . The Index reads professional rosters. reads assets, and since 2161 it has been against a deliberately absent component on water stacks, heat loops and air plants โ€” building, on purpose, exactly the concentration the Index removes as a hazard. There are 1,904 such commissions in force. Not one of them generates a reading. holds the manual bed changeover under a stack of ninety thousand people with a response window of one hundred and ten minutes and no second name entered anywhere, which is a hundred percent by every input the Index uses, and she will never appear in it, because she is entered against a plant rather than a list of patients. Two instruments, one district, one measured quantity, opposite rulings, out of the same building in the same year. No paper has ever set them side by side.

The thin rotas the Index penalises are largely 's own output โ€” a district cannot staff depth it no longer trains โ€” which means the instrument finds a hazard the district manufactured and bills the finding to the person standing in it.

It returns three findings: within band, stand down, or held. There is no fourth.
